Minnesota Statutes, Administrative Code & Legal Authority

  • The governing statutes (Minn. Stat. §§ 326.32–326.339) and administrative rules (Minn. Rules 7506.2100/7506.2200) that establish your authority — and its limits.

Module 3 — Federal Privacy Law: FCRA, GLBA & Data Privacy

  • How the Fair Credit Reporting Act, Gramm-Leach-Bliley Act, and driver/data privacy rules govern the lawful gathering and use of personal and financial information.

Module 4 — Professional Ethics & Conduct

  • The ethical standards, conflicts of interest, and professional boundaries that define credible, defensible investigative work.

Module 5 — Communication, Interviewing & Client Relations

  • Effective interviewing technique, witness and subject communication, and managing the client relationship professionally.

Module 6 — Report Writing, Field Notes & Documentation

  • Open-source intelligence, digital research tools, and the responsible use of technology in modern investigations.

Module 10 — Situational Assessment & Investigator Safet

  • Recognizing risk in the field and practical safety practices for the working investigator.

Here's a short bio: Catherine Flowers. is the Owner and Director of Training at PI Leadership Academy and a licensed private investigator with more than 27 years of active practice in insurance fraud, workers' compensation surveillance, background investigations, and civil litigation support. A retired Raleigh Police Department officer and U.S. Army Military Police Corps veteran, she brings decades of real-world investigative and law enforcement experience to every course she builds. Catherine is an approved continuing-education provider with the Minnesota Board of Private Detective and Protective Agent Services and a certified PI trainer through the North Carolina Private Protective Services Board, with training authorization across ten states. She holds a B.S. in Criminal Justice from Saint Augustine's University, is an FAA-certified drone pilot for aerial surveillance, and is a regular conference presenter for state investigator associations. Her teaching philosophy is simple: train investigators to do the job, not just pass the test.
